Dear customer,


Namibia Civil Aviation Authority (hereinafter NCAA) pursuant to section 53 of the Civil Aviation Act, 2016 (Act No. 6 of 2016) introduces Internet Briefing Services (IBS) for registered users.


Accordingly, the NCAA has established a website to provide IBS, which will be updated by the NCAA as well as third parties and the website is hosted in the Republic of South Africa.


Ownership and Copyright


The site is owned by NCAA and all content made available on this website and intellectual property rights and title vests with NCAA. The user may use the information retrieved from the website only for it's own personal use and is prohibited from altering, re-constructing, varying, reformatting, reproducing, modifying, translating, selling, retransmitting or otherwise making the information available in any manner to third parties and may not hold itself out as to be the owner of this information.


The right to access information contained on the website does not in any way convey or transfer any rights to the user in or to any intellectual properties found on the website, any information contained or accessed from the website, or in any trade mark, domain name, knowhow, trade secret or other intellectual property right which may vest with NCAA.


Limitation of flight plan submission


The availability of IBS is limited to the briefing and submission of flight plans for local pilots undertaking a local or international flight and foreign pilots in Namibia departing from a Namibian aerodrome.


Consent to the use of personal data:


Pilots confirm that they are aware of the fact that NCAA may use and exchange personal data relating to pilots to perform the IBS ("USE OF DATA"). This USE OF DATA will include but will not be limited to:




  1. customization of the content provided, responding to pilot requests for products and services, the improvement of services for statistical purposes and other kinds of processing and transmitting of personal and other data disclosed by pilots in their initial application for system access and/or in the course of using the IBS system; and


  2. comparison of these data with other data relating to a pilot for purposes of present and future functioning of the IBS system, for instance system access initialization, Aeronautical Information and Meteorological Services, delivery, checking and forwarding of flight plans as well as charging of fees and the disclosure of such data by transmission to external data processors for the performance of these tasks.




NCAA undertake not to use pilot’s personal information for other purposes other than IBS and pilots unequivocally give consent to the USE OF DATA as specified in these paragraph.


Caution to the users of this website:


All materials, information, software, products and services included in or available through this web site are provided "as is" and "as available". NCAA does not warrant that the contents are accurate, reliable, complete, comprehensive, correct or up-to-date, that this web site will be available at any particular time or location, that any defects or errors will be corrected or that the content is free of viruses or other harmful components. NCAA shall endeavor to correct any error brought to its attention. The use of AIS publications via this web site is under the sole responsibility of the user. NCAA shall not be liable for any direct, indirect, or consequential damages that results from the use or inability to use the AIS publications, in particular for, but not limited to, errors, or omissions in the contents of this web site or the consequences of its use, nor for inaccurate transmission or misdirection, even if NCAA has been advised of the possibility of such damage. Regulatory Environment:


The user acknowledges that it is familiar with the Namibia Civil Aviation Act No. 6 of 2016 and Regulations.


Abuse of Web site


The user undertakes not to abuse the IBS portal by filing bogus flight plans or by interfering with, changing of or deleting flight plans filed by other users, or by doing anything else which may be detrimental to NCAA or its website users.

NCAA may suspend or terminate the user's access to the IBS portal should it determine that the user is not using the site for its intended purpose. Further the NCAA reserves every right it may exercise under the law when its website is abused.


Conditions of Use


Only users who hold a Namibian Pilots license or have a postal/residential address in the Republic of Namibia may register and make use of the service.

The user undertakes to protect its username and password and will always keep it in a safe place.

NCAA shall at all times and for whatever reason, have the sole and exclusive right to suspend or terminate the service.

Disclaimer by users




The users of the IBS recognize that NCAA is not an internet operating entity and thus cannot commit to the correctness of the contents of the website.
